When you freeze a layer AutoCAD does not regenerate those layers every time you zoom.
Therefore it speeds up your performance when layers are frozen.
This is important when you have a large file that could slow down your system with slow regens.
When you turn off a layer AutoCAD still performs regens, so I think freezing is the way to go with larger files; unless of course you have a powerful machine.

If you use use the layer isolate command (layiso) freezing is better. To undo a layiso you can simply turn all layers on (layon) but if the layers you don't want are turned off instead of frozen they will reappear too. Freezing keeps this from happening.
